Former President Benigno Aquino III's performance was revealed to be the best rated among those of five previous former Presidents, Social Weather Stations (SWS) said on Tuesday.
Aquino had a "good" average satisfaction rating in terms of his performance as a President, with an overall performance of +47. Meanwhile, Gloria Macapagal Arroyo received a -2 (neutral) rating; Joseph Ejercito Estrada had +15 (moderate); Fidel Ramos got +14 (moderate); and Corazon Aquino had +5 (neutral) rating.

The performance breakdown of Aquino includes: +2 (neutral) for fighting inflation; +15 (moderate) for eradicating graft and corruption; +46 (good) for helping the poor; +43 (good) for foreign relations; and +20 (moderate) for fighting crime.
President Rodrigo Duterte is following suit, with a +61 net satisfaction rating in the last quarter of 2016, SWS said.
During Aquino's administration, the Securities and Exchange Commission had a ‘very good’ net sincerity rating in fighting for corruption. The Department of Trade and Industry, Department of Labor and Employment, Department of Health, Civil Service Commission, Department of Education, Social Security Systems, Supreme Court, and the Office of the Ombudsman, meanwhile, all received a ‘good’ rating.
“The Office of the President was very bad rated until the very end of the Arroyo administration. It completely bounced up as soon as Aquino took over. That’s the most fantastic change around I’ve ever seen," SWS President Dr. Mahar Mangahas said.
On the other hand, ‘moderate’ rating was given to the Commission on Audit, Department of Social Welfare and Development, Sandiganbayan, Government Insurance System, Department of Justice, Barangay government, City or Municipal government, Commission on Elections, and Armed Forces of the Philippines.
‘Neutral’ rating was given to the Department of Finance, Governance Commission for GOCCs, Presidential Commission on Good Government, Trial Courts, Department of Environment and Natural Resources, Senate, Department of Interior and Local Government, and Department of Agriculture.
The Department of Budget and Management, Philippine National Police, Department of Public Works and Highways, Department of Transportation, Bureau of Internal Revenue, and House of Representative were all rated as ‘poor’ in terms of fighting corruption.
Lastly, the Land Transportation Office received a ‘bad’ rating, while the Bureau of Customs got a ‘very bad’ rating.
Mangahas also mentioned that based on the survey review, “There is a nice legacy that the new administration should build upon.” —KG, GMA News
