Self-confessed hitman Edgar Matobato on Friday formally filed a complaint before the Ombudsman against President Rodrigo Duterte and 27 others over their alleged involvement in the so-called Davao Death Squad (DDS).
Matobato, who has claimed to be a former member of DDS, charged the President with murder, kidnapping, violation of Republic Act No. 9745 or the Anti-Torture Act, and violations of R.A. No. 9851, or the Philippine Act on Crimes Against International Humanitarian Law, Genocide, and Other Crimes Against Humanity.
In his affidavit, he said Duterte, former Davao City mayor, was the highest official in the group, with almost all operations "cleared" by him.
"Siya (Duterte) ang nag-uutos sa pagpatay. Kapag kilala ang biktima o big-time, pumupunta si Duterte sa Laud Quarry para siguraduhin na 'yun nga ang target at para manood sa pag-chop-chop ng bangkay," Matobato said.
The hitman also included Philippine National Police chief Dir. Gen. Ronald dela Rosa, a former Davao City police chief, and the President's eldest son, Davao City Vice Mayor Paolo Duterte in the complaint.
The charges also included 19 other police officers and five civilians, among them SPO3 Arthur Lascanas, allegedly "second-in-command" to Duterte at the time, and former policeman Bienvenido Laud.
The charges were filed by Matobato's lawyer, Jude Sabio, who said his client chose not to go to the Office of the Ombudsman for the filing, but was hoping the complaint would help secure justice for himself and the victims of the group. —KG, GMA News
