The team leader of the PNP-Criminal Investigation and Detection Group that served the search warrant against Albuera Mayor Rolando Espinosa admitted Thursday that he was the one who shot the local official.
Chief Inspector Leo Laraga admitted that he was the one who shot Espinosa inside the cell when asked by Senator Ralph Recto during the Senate hearing on the matter.
“Ako po,” Laraga told the Senate committee on public order and dangerous drugs.
Espinosa sustained four gunshot wounds.
Laraga also said that SPO4 Juanito Duarte was the one who shot drug suspect Raul Yap.
Laraga and Duarte are among the 24 police officers ordered relieved by PNP chief Director General Ronald dela Rosa.
Earlier during the hearing, Supt. Victor Ongkiko, chief of the Region 8 Internal Affairs Service, said an inmate detained in a jail adjacent to Espinosa claimed that two police officers arrived before dawn Saturday.
Ongkiko said the inmate also told them that before the mayor was killed, he saw two police officers enter the cell of Espinosa and when they noticed that the closed-circuit television monitor was on, they went to the office and they returned to Espinosa’s cell when the monitor was already turned off.
“Si mayor nasa cell 1, ang nagsasalaysay yung nasa cell 2. Nakita niya na may pumasok na dalawang kapulisan at nung mapansin na bukas ang CCTV monitor sa taas ng building bumalik po ulit sa opisina at noong wala nang ilaw bumalik ang dalawa at diretsong pumasok sa cell 1 kung nasaan si Espinosa,” he said.
He said that after the two policemen entered, gunshots rang.
“Pagpasok ng pulis narinig niya sabi ni Espinosa, ‘Sir, huwag ninyo akong planteran, wala akong baril’ at nagmamakaawa sabi ng inmate sa cell 2. Nagrequest pa daw si mayor na iihi at narinig na sinabing wag na. After a few seconds, biglang may pumutok,” he said. — RSJ, GMA News
