We can all recall the big revelation in the New Bilibid Prison (NBP) where in big-time drug lords are living in unimaginable luxuries and kontra-bandos. Balutan believes that the best solution to problems of corruption is to seperate high-profile inmates such as Herbert Colangco, Peter Co and Jaybee Sebastian.
"Mayroong possibility na ilipat sila. 'Yung 19 na high profile, tinitingnan namin ang possibility, at binisita na nga namin at nagkaroon kami ng inspection doon sa ISAFP (Intelligence Service of the Armed Forces of the Philippines) detention center at saka doon sa Tanay at maari ring gamitin 'yung Caballo Island sa Cavite." according to Balutan.
He believes that to reform the Bureau of Correction permanently, an iron fist is needed. He also plans to implement a "one strike policy" where NBP officials will be punished immediately on their first strike.
