Duterte says he won’t tolerate extra-judicial killings

Despite his tough talk on personally killing criminals, presidential candidate Davao City Mayor Rodirgo Duterte on Wednesday said he would not tolerate extra-judicial killings if he is elected president.
"In the sense na nakatali yung kamay sa likod tapos nakaluhod, that is not [how it should be]," Duterte said in a radio interview, referring to criminals who are already begging for their lives.



"Ayaw kasi maniwala ng tao, pati yung human rights, itong mga criminal may armas to," he added, indicating in the same breath that government should still crack down on criminals especially those who are armed.
Duterte indicated that he would not get in the way of policemen killing criminals in a firefight or while a crime is being committed.
"Ang ano nila eh, invulnerable sila. Invincibility. Kasi sira ang ulo eh, most of the time. Sinabi ko naman sa mga pulis, palabanin mo. Lumaban ka, kriminal 'yun," Duterte said.
Duterte said he himself was part of a team that killed alleged kidnappers in 1988.
"Hindi crime 'yun. Because they were committing a crime in my presence and I was a person of authority under the law. 'Pag sabi ko, taas ang kamay, walang nagtaas ng kamay, binira ko na," Duterte said.
"Sila yung masama, ako yung nagsasabi sa kanila na gobyerno ito, tumahimik... Bakit ko pipigilan yang mga pulis? Bakit ko kakasuhan?" he added.

Erring cops, corrupt officials too
Duterte acknowledged the possiblity of policemen abusing their authority under such a system.
He vowed to go after erring policemen and corrupt officials.
"Sinasabi ko sa mga pulis, 'pag gumawa kayo ng masama, mauuna talaga kayo. You have to go first," Duterte said.
Duterte said there would be accountability among government hands especially among high ranking officials.
"'Pag ikaw ang in-charge, whatever, you are the supervising activity of any government agency for office. Nagkamali yung tao mo diyan, kasali ka," Duterte said.
"'Wag mo na 'kong dramahin na wala ka diyan. 'Pag nagkasala tao mo, pati ikaw, tanggal ka," he added.

Children in conflict with the law
Duterte frowned on the passage of the Juvenile Justice and Welfare Act of 2006 and vowed to bring policies which would prosecute minors as young as 12 if they are found to have committed crimes with malice.
"Above 12, kung may malice, then indeterminate sentence 'pag below 16. Timpla-timpla mo na 'yan kung anong ginawa. Was there cruelty or brutality?" Duterte said.
Senator Francis Pangilinan was also called out for pushing the said law.
"I hate really to bring this matter up. Ayaw ko talaga dahil kaibigan ko, but I squarely blame Pangilinan," Duterte said.
"They go in, tapos they go out. They go in, next minute, they go out. These are the guys who grew up with no sense of accountability," Duterte said of the youth who were not made accountable.

Duterte said he planned to build mandatory correctional institutions for children in conflict with the law.
"You do not go into this kind of set-up without providing the space and money... Make it mandatory for the local governments or the national government yung correctional institution under they are lectured upon what are the responsibilities of a Filipino citizen," Duterte said.
